DCHA offers several programs to make accepting vouchers easier and reduce risk for landlords. These incentives can add thousands of dollars in value to your participation.

DCHA Landlord Incentive Program

Up to $1,500

One-time signing bonus for landlords who lease to voucher holders for the first time or after a gap of 2+ years.

Eligibility Requirements:

  • New to DCHA voucher program OR returning after 2+ years
  • Unit must pass HQS inspection
  • Must commit to 12-month lease minimum

Damage Mitigation Fund

Up to $5,000 per tenancy

Protection against tenant-caused damages beyond normal wear and tear. DCHA covers repair costs up to $5,000.

Eligibility Requirements:

  • Must be enrolled in the program before tenancy begins
  • Damages must exceed security deposit
  • Must document damages with photos and receipts

How to Apply:

Enroll when signing your HAP contract. Ask your DCHA contact about the Damage Mitigation Fund.

Vacancy Loss Payments

Up to 30 days of contract rent

Compensation for landlords if there is a gap between DCHA tenants due to inspection delays or administrative processing.

Eligibility Requirements:

  • Must have an approved unit in the program
  • Vacancy must be due to DCHA processing delays
  • Must actively market unit to voucher holders

How to Apply:

Submit a vacancy loss claim to DCHA with documentation of the vacant period.

Holding Fee Program

Up to $500

Payment to hold a unit while waiting for DCHA inspection and approval, compensating for lost rental opportunity.

Eligibility Requirements:

  • Unit must be held exclusively for voucher applicant
  • Must complete RFTA submission
  • Applicable during inspection wait period

Request through your tenant's caseworker when submitting the RFTA.
